Yes, it should be. Replace the hyphen ( - ) sequencially with a letter of the English alphabet a thru z, and find how many result in 3-letter English words. I have one in mind. It's best if you list the words.

What 2-letter particle can make the greatest number of commonly used English words?

For example, -or can make for, nor, and maybe others. -oo can make boo, coo, goo, loo, moo, too, woo -- and maybe others.
-ay

As in; bay, cay, day, fay, gay, hay, jay, lay, may, nay, pay, ray, say and way!

Some look dodgy but all checked in my dictionary.

Upon reflection, i'm going with 'ap.'

Bap, cap, dap (kind of fish) fap, gap, hap (luck) Jap, kap, lap, map, nap, pap, rap, sap, tap, vap, wap, yap, zap.

bad, cad, dad, fad, gad, had, lad, mad, nad, pad, rad, sad, tad, wad, yad, zad

With the hyphen following the particle -- add, ade, ado, ads, adz

One more for ad.

In one of her many roles as monarch, Britain's Queen Elizabeth reigns
as Adi -- ceremonial Queen of Fiji, a former crown colony

That makes 23.
