I have never sent meat through the mail. I'm not sure that I can do it by law? It need to have the tag on it to transport it.

Check the regs in greater detail . They do allow you to give out up a certain poundage without having to have a tag accompanying the meat in many states (Wi , S. Dakota , and Colorado for sure) . Your dept of fish and game should also have a hot line for such questions .

Deer hunting season is an interesting time of year. Go to church and hear people say "ohh, you bag a deer yet?", "Nope, didn't see a thing. Shot some squirrels but they exploded". Then when people do get one they either just verbaly congradulate for a doe or loudly applaud for a deer that had 8 points on the top of it's head. Certainly makes for interesting listening.
