More Banded Tournaments?

I've just joined this site and would like to enter tournaments against similar level opponents (I'm not very good).

Will there be more banded tournaments becoming available regularly as there seems little point in me taking on 1800 rated players at the moment?

Also people seem to be entering tournaments and their rating is lower than the lower band? I've checked their recent matches and they weren't eligible previously either?

You can't get into a banded tournaments unless your "tournament entry rating" is within the band. Check the individual player's profile to get their TER.
