What kind of file does it need to be? The site only supports jpeg and gif files right?

As far as I am aware, the site only supports jpeg and gif. You need an animated gif for an avatar. There are a number of gif animators available to create them. Don't know if there are any free ones.

When did it stop working? There was a time when Russ put images (and cropped them) to be hosted on the RHP site. I think that process stopped them from working. You will need to upload the original again.

If the dimensions are more than 50px X 50px the site automatically resizes the image. If the image was an animated GIF, this breaks the animation.

I've found the Microsoft Gif Animator to be one of the easier ones to use. It used to be available for free online. Have a look on Google.
