If that's true, the rating system must be ridiculous. One game shouldn't have that much pull on your rating.

It does (potentially) in your first twenty games. That's why there is that p(rovisional) in front of some rating, to indicate this. After twenty games, the max one can lose or gain are 32 (or 36?) points.

To find the lowest rated players, go to the player tables and invert the rating.
Perhaps surprisingly, most of the worst players are subscribers, and have made moves this month, so they're still out there losing.

Hey WOW! That means that you CAN achieve a rating of zero in one game! All you need to do is lose to someone rated 400 or below on your first game and your provisional rating will hit zero straight away!! Groovy, someone should do it 😀
