Again, and according to the article (which is enlightening and which I highly recommend a read), Prime Minister Ardern emphasizes that winning the battle does not mean eradication. In fact, the article acknowledges that they expect another “wave”.

What she is saying is that they have been able to get and keep the numbers down and that healthcare professionals now have the infrastructure they need to confidently meet the next wave when it will surely come.

I wish the US were as ready. I fear our waves will overlap me, crescendo, and we will be no more prepared than we were at the first.
