I'm a member of both. ICC is great for live (real-time) games. It also attracts a lot of very strong players form around the world. There are also some nice additional features like free lectures, GM games...etc. The interface is very awkward though. It's kind of expensive and a lot of the people are pricks.
RHP is for correspondance chess, and in my opinion, it's the best site on the web for that kind of chess. The interface is extremely easy to use. The clans and forums are great, and the people (for the most pasrt) are also great. RHP has more of a "community" feel than most other sites. My advice is to stay away from GameKnot, ItsYourTurn and some of the other crap sites out there. I've played them all.
I've been a member of both sites for a couple of years now. If I had to choose between RHP and ICC, I'd choose RHP. Personally though, I like being a member of both.
