I can't help but think the man is being victimised. Yes, he is breaking the law, but does the Constabulary arrest every heroin addict on the street? I think not.
They just want the kudos that goes with arresting someone famous because in their world, it's slightly more prestigious than getting someone's autograph.
Shouldn't they be out trying to find the dealers, ye know, the ones that inflict real damage on people.
