Your uncle is a moron. If you evade the police in a high speed chase, and you OR THE COP CAR chasing you spins out of control and kills someone, you will be charged with murder. It's one of the five parts of the phrase "malice aforethought", evading a known lawful arrest. I'll tell you the other four if you're interested.

I think it would be a better plan to follow the car, as opposed to chasing and ramming it. Then the innocent motorists will not be endangered like they were in the video.
After all they were unlikely to lose them; they had a bleedin' helicopter filming it.
The pit manoeuvre is highly unsafe and more suited to computer games.
