Are games chosen to be featured in "Public Games"? If so, how. Are they arranged in any particular order?

Good question... As far as I know, all the games played on this site are included on the public games page. I think they appear at the top of the page as a move is made, and work their way down as moves are made in other games.

Funny, when I looked to the Public games, I found out that there are a lot of players whose names start with HFR. Seems to be a big family...

To your question: I think the games are just listed by the time when a move has been done. Most recent first.

As far as I know every game played on RHP is a public game, and therefore would show up on that page as moves are made. Are there any exceptions?

Back in the day there was once 'private games' too, but this concept has long been dropped. The 'public games' name is a hangover from that.

All games are now listed, by date & time of last move.
