When power dies off the sensitivity of radios and such goes down just before it clamps down to zero so you could get lower bars when the battery is a few percent up. Depends on how good the receiver technology is in the cell.

I had a student ask me if there was color when I was a child. I explained that black-and-white film was just a film type. There was always color. No, he kept arguing with me that there was a time without color, and since I'm old, I was probably around then. One of his many "fascinating" viewpoints. I've asked him where he gets his ideas, and he says he just "knows things." Like the POTUS. And just as incorrect.
