When power dies off the sensitivity of radios and such goes down just before it clamps down to zero so you could get lower bars when the battery is a few percent up. Depends on how good the receiver technology is in the cell.
I had a student ask me if there was color when I was a child. I explained that black-and-white film was just a film type. There was always color. No, he kept arguing with me that there was a time without color, and since I'm old, I was probably around then. One of his many "fascinating" viewpoints.
