Being windows ME The worst operating sistem ever to be developed by a living being on the hole universe, you will have a lot of dificulties like this in your future, and worst, I tell you because of my experience some 5 years ago, I recomend to back up all important data.
The first PC in wich I installed XP was a 300 Mhz Celeron with 128 ram, and it could be used very good.
The second one was a PIII 500 Mhz 128 ram, and it was really fast.
Now I have my laptop: Dell inspiron 3800 256 ram, and XP SP2, it is fast .
And my desktop: Celeron 1.8 Ghz, 256 ram, and XP SP3, no complains.
What I mean is that if you install XP SP2 at least, you will have no speed problems, and about drivers and other issues, you will solve it really quick, cause every body(mostly) has XP.
So consider my advice, if not XP then 98 SE.

Windows ME on internet ---> Fast.
I've tried this with 3 computers and that is the conclusion I came to.
Also Xp seems slower to me. It requires a lot of "Juice".
Similar to Chessmaster 10000 compared to Fritz. One needs lots of juice, the other one doesn't.
