The suspect has been named as James Jay Lee, was pictured protesting outside the Discovery Channel in 2008.
Believed to be 43, Lee was arrested there on littering and disorderly conduct charges last year after he staged a protest against Discovery Communications during which he threw money up in the air, according to MSNBC.
Lee is apparently upset over Discovery's coverage of environmental, overpopulation and immigration issues.
"We are running out of time to save this planet and the Discovery Channel is a big part of the problem," Lee wrote on a flier that he passed out when he protested last year.
Lee said Discovery was taking "the focus off what is really important" by running shows like "Cash Cab" and "Dirty Jobs" when they should be airing shows about global warming.

Perhaps he should have started "The Global Warming Channel".
Better yet, he should have gone to Fox News rather than pick on Discovery.
