Hasn't Rummy offered to resign a couple of time in the past? Bush probably said to him 'Er, you know when I said "no" before? I actually meant "Okay". You know how i have trouble with words'. Maybe with Saddam sentenced to death, Rummy just thought 'Hang it! I've achieved what I wanted to achieve in this position...'
As for the low number of troops sent to Iraq, yes it was stupid but was it all Rummy's fault? Would congress have given him the money to take 500,000 troops there?
