No, you are provisional until 20 rated games are completed. After that, you are no longer a provisional player.

Uh, I guess maybe I should have said "until", not "before". This is one of the things which I find difficult in English. It's provisional before it's non-provisional, so saying that the option is not available before the rating is non-provisional sounds logical, but may be wrong grammatically.
