Maybe shaving is like a status symbol among pirates. The really good ones steal enough razors and shaving cream from rich travellers that they have nice clean faces, and the more down on his luck a pirate becomes, the longer the beard.

Whilst we're on the subject, my private yacht was looted recently by a band of babyfaced Pirates. They still carried cutlasses and I must say were just as scary as the fully bearded pirates. They took much bounty including all my coconut filled chocolate bars.
