There must be some way of stopping people from signing up with multiple accounts. Perhaps by using their IP address, MAC address or a combination of both. I know it is not a huge issue, but what it would also accomplish, is the complete eradication of anyone who deserves to be wiped out in this unfortunate manner ie. A complete ban. This would definately stop people abusing the site and forums, if they knew that they would have no way of getting back onto the site (Other than changing their NIC or making other costly adaptations to their machines).

this wouldn't work as you are assuming all people playing from the same machine are the same user - this rules out families from playing. i remember this happened at gameknot, and it was [WORD TOO LONG].
to be honest, i think the measures in place are sufficient. it isn't such a big problem, and even if it is i really couldn't care about my rating (okay, so i care a bit, but not too much...and if i beat some cheat who'se rating is 1700 i'm not gonna complain am i?) so it doesn't affect the average player on the site. it just really affects the "elite", and, well, yeah...
