What is the difference between eating horses and eating pigs, or cows.
Rabbit is widely eaten in France where it's not often kept as a pet; in the UK however, rabbits are pets and although it is available in some supermarkets, few people eat that meat. We don't have a word for "bunny" in French 😉
In France we have specialist butcher shops (boucheries chevalines) where only horse meat is sold as I believe ordinary butcher shops are not allowed to sell it.
It's not just France though: horse meat is eaten in Austria,Germany, Belgium, Quebec, Iceland, Italy, Japan (where I believe they eat it raw), the Netherlands. Portugal, Spain, Sweden and Switzerland etc... to name a few.

Pigs are more complex and intelligent than horses, cows, dogs, cats and most other mammals, yet most people are happy to eat them, so intelligence isn't a factor either.
Basically, I think people eat whatever the hell they want, but look down on those who eat what they don't. People are idiots.

I did not argue for or against eating horse meat in my post, but merely stating facts; but just for your info I was a non-meat eater or pesco-vegetarian for 6 years.
