Water "bottles" are meant for one use only. They are throw-aways.

Tap water is only as good as the system it is delivered from. This includes the pipes from the water treatment plant to the pipes in your house to the the faucet in your sink.
If any of these are contaminated due to age/breakage/leaks, then your water may not be clean.
Bottled water is only good if the water does not sit in the bottle for an extended period of time. Most bottled water sits in warehouses for many many months before it is sold. Long periods of time will allow the plastic to leach into the water. Re-using/washing plastic bottles speeds up the degradation problem, causing the problem to get worse.
In short, there is no easy solution. They are all site-specific and you need to make your own assessment about your own water system.
