I haven't read the Techopedia on it. Less costly 'biohacks' haven't proven medically necessary nor achieved cloud ubiquity. The FDA did approve some lesser microchip implants. Their acceptance and boundaries haven't left the IP phase.
Neural networks, artificial alone, can be developed via black box or white box ai. The dependence is on transparency, complexity, and interconnectedness. There are potential paths for misuse but the immediate benefits appearing to balance are in gaming, finances/trade, and tele-surgery.

Even aside from the possibilities of mind-control, hive-minds, human botnets, and direct advertising or propagandizing, I think this is important to consider:
People are already trapped in their own heads. What if their heads happen to catch fire?
I read that graphene is used for that research. Then I remembered the conspiracy theory that graphene oxide was found in one of the covid vaccines. True or not it kind of makes sense to cull the population of people that cannot tolerate graphene in their body. Since a small percentage of people would die from it problem solved. Now all they have to do is cull the next generation for a graphene tolerant population.
For a silly conspiracy theory it almost makes sense if you buy into the mind control conspiracy theory. You cannot sue a vaccine maker in the USA unless you can prove they did it intentionally which is difficult to prove. The Rockefeller foundation created the population counsel and funded development of an anti fertility vaccine, so the Rockefellers already wanted to reduce the population.
Killing two birds with one vaccine? Makes me wonder. Is that what DARPA has been working on?
