Well Ivanhoe, here in Texas we really don't have much sympathy for killers. If it is a Federal death penalty, states don't have any say so about it.

What I am saying is that if the crime fits under the Federal guidelines for punishment, states have no say in the matter. Much like when Oklahoma wanted to put McVeigh on trial they couldn't because he bombed a Federal building which under the Federal guidelines dictated his punishment.
