The new owner is from Kitchener. He's already tried in the past to bring a team to hamilton. He lives here, why would he now move it to Quebec? Let quebec get their own team...they had one and let it go about 10 years ago.
Edit: same with Winnipeg.
Southern Ontario could probably support another team, but if there is going to be an expansion, the two cities that top the list are Las Vegas and Kansas City. I also think Portland would make sense.
