Some adventure she hasn't tried or been on before. Climb a mountain, take her diving, rock climbing, on a safari, cave exploring etc. Whatever she could be into, but doesn't know herself.

Brilliant idea, but Bday is next month, and the hot air balloon flights
start here until May.

Other option for it would be to do it in Lapland, Northern Finland, but
that means lots of cash in train and hotel.

I'm a cheap bastard.

Weekend in Tallinn will be enough

Tallinn could be an adventure. Haven't been there yet, so I cannot help with where to go and what to see. Maybe you could check ahead and see if something special is happening, when you're there.
