time out vs time bank

can some just clarify a point of confusion for me , i am playing a tourament against a player whos timebank has expired , is the time out supposed to work in the same manner , that is , eg if there is a 3 day timeout imposed on a game and that player runs the clock down to just several hours to go , but makes a move just before it forfiets the game for them does the counter restart at 3 days again . im confused .

As long as the player moves within the 3 day period he will not be timed out. It will reset again to the full three days once he has moved. The timebank, though, will not be replenished.
