If the other player truly timed out there is a skull to click on your MY GAMES page next to their game (far right). If not, click INFO to view time controls and remaining time in game for players.

There may be time bank or settings you didn't realize for the game, always check before accepting a game.

You can't timeout a game where fewer than 3 moves have been played - in these games there is a trash bin to delete the game. No rating points.
