Depends who you ask. I try not to take timeouts unless I feel I'm ahead and the person slowed down just to drag it out.

not your fault, when your opponent chose to play with you, he should have known about the timeout and its no longer your problem if he fails to move within the time alloted. do you think they'd wait for you to make a move when they can already claim the win.!? think about it. no need to feel guilty.
