If you are playing a 1 day timeout and o timebank how long should you allow before you claim the win if they dont move.

Depends who you ask. I try not to take timeouts unless I feel I'm ahead and the person slowed down just to drag it out.

not your fault, when your opponent chose to play with you, he should have known about the timeout and its no longer your problem if he fails to move within the time alloted. do you think they'd wait for you to make a move when they can already claim the win.!? think about it. no need to feel guilty.

You are weak. There should be no compassion for such laggards and footdraggers. Time them out and crush their spirit. Grind their worthless carcasses into the dust. They deserve no pity.
