They're still available here, although there's regular talk of charging, and our big-box hardware charges 30c a bag. I'd guess 80% of us are using the green recyclables now, but it's been done by carrot, not stick (the first green bags were very cheap). At the start the checkout staff sneered at the green bag people, but now when you arrive at the head of the checkout queue the first thing they do is look for your green bags. Some small towns have managed to get rid of plastic altogether.
We actually have around 10 bags now (2 of which are insulated, for the cold stuff) and they live in the car boot.
