I am currently playing a game on a 7 day T/O with Nerellis. He left a message in his profile saying he wouldn't be able to move until the 27th July, four days ago. He still hasn't moved against me and the last move was on the 4th of July. Take the T/O?

Yes. Why not? That's his problem he didn't move in his own move deadline.

why ask? are you seeking some kind of social absolution for timing someone out when you might feel guilty about it?

Can't they make decisions for themselves?
If everybody asks here on a case by case basis there will have to be a new forum for time-out choices.

You can do it the polite way:
Send a reminder first.
Then after one day take the time out.
