There's a whole bunch of things that choke/slow torrents down such as Seeder/leecher ratio, closed ports, the torrent client your using etc.... See some torrent clients get privately banned from trackers because they are designed for leeching which isn't good for the overall network......
Google it to find out which ones these are I can never remember.....
What you can do from your end to speed thing up;
- Make sure your downloading through an open modem port, if you don't know google Port Forwarding, the brand of modem you use and the bit torrent client your using... or try www.portforward.com (I think can't remember)
-Turn your upload cap off, or at least to as high as possible, most clients (except those designed for leaching) will preferentially upload to downloaders with a good share ratio and/or high outgoing upload speeds.
- Use BitTyrant, not always the most stable client, but after messing with the settings for a few days I got speeds several times faster than from other clients on same computer and modem, both up and down speed too......

Most of what I download is perfectly legal.....
Mainly I download TV shows, which have already been broadcasted to the public (Generally what I watch is actually pretty old on top of this so no one gives a S##T) which is only illegal in certain parts of the world. Depends on their public broadcasting/private viewing laws......
