Yup, I also used to be a debt collector, had to trace the runners-away and give them their summonses. The electoral roll was a starting point, but the company I worked for also had a (ssshhhh...) link inside the Department of Social Security, so if the person was working or signing on, we could usually find their listed address. Another source was Experian; they compile a huge financial history database, and you'd be surprised what king of stuff they've got on people. Ifanyone applies for any kind of credit, or even to upgrade their bank account or arrange an overdraft, Experian get a copy of the application form and put it in your file...
However, lots of people know what to avoid doing if someone is looking for them.
Shav, is the "someone" deliberately trying to avoid people who might be looking for them? In which case, even a professional might not be able to find them easily. If they've left the country (UK), the only way to find them could be to walk the planet asking wherever you go, "Have you seen X?" If, on the other hand, they're not doing a bunk, and if you can afford to pay someone, (and even then they might not be able to find whoever anyway,) at least you'll save your own time because at least they'll be able to tell you withing a couple of hours "Yup, found them," or "No, this one will be difficult to find. You got any more money...?"
