One page C.V's rule in this day and age.
A few months back two of us were given the task of sifting through
over 100 applications for a job were I work.
EVERYTHING more than one page was binned. Some of these bloody
things were like paper-back novels. They made a pleasant sounding
'thud' when hitting the waste bin.
The 'winner' came in an a4 ...[text shortened]... ore about him than
5 pages of woffle.
You have one page to sell yourself.

In my experience (as for the UK GRAMPA), people who include pictures can be discriminated against, eg, if they are looking for someone who is going to be staying in the job role wont take on an older person, if the employer is looking for someone who is going to be in the public eye and represent the company wont employ someone who is "ugly" (take this as YOU understand it).
Pictures should only be included IF the application asks for it. from what I have said above is FACT and have actually experienced the rejections infront of my face seeing the CV's going in the bin.
Some of you might be thinking "Thats discrimination".... yes it certinly is but YOU will NEVER know the real truth why you where rejected.

Along with the considerations you cite, it's simply comes across as an off balance,
desperate, unemployed job seeker trying too hard. Rec'd greenpawn's 'one page'
