If you can not find a set, you can make your own from those lead figures that you paint, in the local hobby and model store. They come in different scales, so you can have the height differential like chess pieces. The downfall is you have to paint them.

Seriously, just use a search engine. Type "army navy chess set" in the search field and you will find numerous links to follow. I just did it with google and it works just fine.
