I think that it should be. The person who created the account agreed to Redhotpawn's terms of service, and thereby agreed not to:

a) create more than one account
b) use chess engines, chess software, chess computers or consult any third party to assist you in any game
c) threaten or harass other users of this service

If this player's profile stated ...[text shortened]... ve multiple accounts, or if it contained serious threats to other users, they would be banned.
