It is a classic crackpot theory with all the symptoms, one of which is that it's "scientifically" detailed enough (many fancy words with many of them in plausible sounding phrases, and use of famous names that most recognize, like Tesla) for the layman not to question it on that aspect, but for the expert it says nothing: it gives no detailed explanations on any of the theories it is supposed to be based on.

The second classic symptom is that the government(s) are hiding it, and only a few people know better and are trying to help us all by informing... with the coincidence that none of these people have recognized credentials on the field and at least one of them has actually bought a "PhD" from a make-believe university by mail in an attempt to build his credibility.

It's another Nancy Lieder and Planet X, give it no thought.
