Is there a way to delete unfinished games when an opponent refuses
to move and not be penalized in rating points. I would rather delete
an unfinished game than collect a victory by default; it seems watered
down to me 'cause I'd rather win by my wits than claim a cheap
victory. Can anybody advise? Thanks...

Accept the time out. Think of the time out as your clock. If your
opponent runs out of time and the flag drops, you win.

Take the victory. If your opponent will not show you enough respect to move
within the agreed upon amount of time, then they deserve to lose. You should not
consider it a stigma to claim victory from sniveling opponents who consider their
petty and squalid lives to be more important than a hallowed game of chess. Crush
them, I say! Show them no mercy and smite them down!

If you aren't a pawn star, then you only get 10 games. If your
opponents won't move, and you won't claim a time out victory, then
you can't play. The reason you come to this site is to play, so you're
left with three (reasonable) options: succumb to the "bait and switch"
and become a pawn star, quit playing at RHP, or claim the victory. For
me, only the third option is palatable. I suggest the same for you.
Just for fun you could pursue unreasonable options like 1) a smear
campaign in the forums to shame your opponents into moving 2)
hacking your opponents account and moving for them 3) tracking
down your opponent "out there" and accosting them with a travel
chess set (in order to finish the game, mind you, not just a general
accosting [although this is also an unreasonable option, and perhaps
MORE satisfying than any alternative]). Good Luck.

you should have taken your 2nd choice of option quit rhp and go to some other sites 1) gameknot.com allows 8 games for non
paying members but people moves with less talks so its better than having ten games then watch your screen telling you that
you have 0 games awaiting your move. 2) net-chess.com you can have as many games as you like for as long as you want,
players dont talk they just play (intelligently) they even have team matches (chess-teams.com).

I agree with you chancremechanic, it would be nice to be able to
simply delete those games it one so chose. Though these days I'm
getting ready to start taking those cheap victories, as very few
victories seem to come by my wits.

If you do not want a cheap victory don't claim a win!!!!
If you could delete games at any time you could do it just before you
were checkmated!

I think those of us that would like the delete game feature mean the
following SPECIFICALLY:
In the case of a win by time out, only the victor would have the dual
choice of either deleting the game OR taking the win.
Obviously being able to delete a game at any old time would be bad.
