I’m not sure if Ireland’s PM qualifies as “head of state” yet he certainly possesses the qualities needed in leadership these days...a great leader does everything she/he can:

I believe that, HRH Elizabeth II, will be remembered among the greatest monarchs in history and this speech will be her crowning jewel.
