If there is a vacation flag with a return date, and there are no moves while the flag is up, I don't time out. If someone tells me early on in the game that they don't have steady internet access I don't time them out either.
Otherwise, agreeing to play 3/7 or any other arrangement implies an agreement or willingness to be timed out. Otherwise, why have those times?
