It's a very stressful pitch on the arm, and in recent years pitchers have been turning to the circle-change as the offspeed pitch of choice that dives away from opposite-handed hitters. The screwball has better movement, but the circle-change takes the same arm slot a a fastball and is much more deceptive because of that.
The good news, some pitchers still do throw it! The active major league players that throw one are Yoshinori Tateyama, Hector Santiago, and Danny Herrera.
