Like Sam teh Spam mentioned, indeed it is a feature of Mexico the possibility to buy your way through the corridors of the public buildings.
However, and as usual, out of that there are many misconceptions about Mexico, particularly from the Northern neighbors. Most of them believe that Mexico is represented by Juan, their ilegal alien gardener.
Mexico is the 9th economy of the world and seat of the world's second richest man, as well as thousands of multinational companies of Mexican origin; it hosts 110 million people of which, because of the corruption and other historical factors, half of them lives in poverty.
Criminals (and THOUSANDS of retired foreigners, most of them Americans), go to Mexico because, with a secured income, the country is a pradise for business AND pleasure. A culture way more ancient than anything they can presume more to the North, Mexico has beautiful beaches, jungles, forests, pyramids, great museums, and the most friendly people I've seen in my life. But also, Mexico has (as said, if you have an income) top of the line hospitals and schools, and the possibility to make great business thanks to its location, resources, and affordable but well educated work force.
Yes, Mexico is corrupted. Yes, Mexico has dozens of drug cartels that kill each other (in order to supply the U.S. with drugs). Yes, Mexico is not the U.S.
