Then when the PC boots, it will stop when it tries to boot the floppy. Then proceed with power button at your own leisure. Not ideal I admit, but when you use Windows you have to expect a few work arounds!

Try this;
click - Start/control panel/power options/advanced tab/in the power buttons section, in the three drop down menus set them to the desired action. Apply/ok.
