There's been confusion recently however after Kasparov splintered to form the PCA.
Kasimdzhanov is the World Knockout Chess champion as he won last years WCC knockout tournament. This tournament didn't contain many of the big names and because it was held in Libya no one holding an Isreali passport was allowed to play. Therefore some view it as a somewhat hollow title.
Topalov has no claim whatsoever to being champion right now, although this may change as an 8 player tournament (no including Kramnik) is taking place with the winner to be named Champion.
If that Champion then plays Kramnik then finally we can have reunification of the whole situation.

That is one heck of a rating, and is in the running to win the
St. Luis tourny. Kramnik is not in this set-up but may play the
winner for a unification match. Rustam Aakimdzhanov just beat
Anand, the other 2788 rated player so you can't count him out just
yet. Judith Polgar beat Rustam also, her score is riding at 50%, the
best showing of all time for a woman. She got beat my Leko and
Anand.
