That could narrow it down, sure...but for somebody who really has set his mind on creating more account, either for spamming or cheating, a yahoo email account is created in like 5 minutes...

f'raid not: its even easier than X numbers of yahoo accounts if you know how. I could have as many email addresses as I wanted at no effort at all. Forunately, the trolls rarely know how 🙂

Yes, but at least it will slow them down... as it is now a troll can pop in and out in seconds.... I'm just trying to make it harder for the guy who comes in and acts 'crappy', gets banned... and is back in 40 seconds.

Don't teach the trolls to troll better!

Probably best is comobonations of all ideas offered so far!

How about this idea:

Restrict full posting priviliges to pawn stars. The vast majority of the pawn stars have used credit cards to subscribe. New users that have not yet become pawn stars can post in one or two base forums, and need to earn trust points before they may post in the remaining forums. They would earn these points by either the number of recommendations or a brand new option that would award them points. Likewise, if a posting incurred even one "Alert moderator" press, then posting priviliges would be immediately suspended pending review.
