Alerting moderators

How does one alert the moderators when one has a complaint about an offensive poster?

Bottom of any page "send feedback". Also "ignore list" under "my home".

Find out who the mods are and send one or more a private message.

I have an "Alert moderator" link under every post. Is that a subscriber-only feature, or do you see it too?
