did it not used to be highest rating top?

You are right!
I use mine frequently and know the order mine were in very well. They have now been re-arranged.

Yes, I just noticed it too. I'd prefer it to be sorted by ranking, as it was until now. Or better yet, have the ability to choose sort order.

Ranking sort is nicer. It allows for a little 'peronal competition'.
