Are chess programs (like Fritz and Rybka) allowed to use by playing correspondence games here on this side?

You will not use chess engines, chess software, chess computers or consult any third party to assist you in any game. Chess books and databases can be consulted during play.

You are not wrong. However, that wasn't the question that was asked. Asking if the engines can play here would imply using them during the game.
