Clan recruitment status

If a clan is set up for a maximum number of x members does that mean it is automatically shown as actively recruiting until that number is reached? Or can the clan leader turn the recruitment status on and off as desired. I suppose if s/he wanted to do that, s/he could just reduce the maximum number of members. Perhaps I've just answered my own question?
