You can send a message with a move during a game. You will see a message link under the 'submit move' button. Compose your message first ,then submit the move and the message will be sent with the move.

You can send a private message to any member at any time. Click on their username then look on the left side of their profile page.

However, if someone has placed you on their ignore list, you cannot send them a message at all.
