Claiming a draw is in the FAQ's.
Asking for a draw can be done at anytime, for example the game is going no where fast and you have loads of other games on the go and can't be bothered to drag the game out to an enivatable conclusion you can ask your opponent kindly for a draw.
Or
You have an equal amount of pieces and limit movement etc etc
