Yes, but it doesn't make any difference who made the offer.

If a draw is offered and accepted, the higher rated person loses a few points and the lower rated player will pick up a few. I don't think it's as much as if you're dealing with a win or loss, and if the players ratings are about the same I don't think any points will change.

Hopefully someone will correct me if this is wrong information...
