Hi,

When I post an Open Game, how do I set it for a min rating that opponent must have to accept the open game?

Click on Advanced Options just above the "start game" button on the New Game screen.

Hi MissOleum,

Yes I clicked on the advanced options.

But it only has option to select set pieces game.
No option to indicate rating opponent must have.

That option is not available for players with a provisional rating. It'll become available once you have finished 20 rated games.
